PLATTE RIVER RECOVERY IMPLEMENTATION PROGRAM <br />Office of the Executive Dirertor <br />October 2007 <br />INDEPENDENT SCIENTIFIC ADVISORY COMMITTEE <br />Guidance Memo for Establishment of Selection Panel <br />BACKGROUND & NEED <br />The Platte River Recovery Implementation Program (Program) directs establishment of an <br />Independent Scientific Advisory Committee (ISAC) to provide independent scientific advice to <br />the Executive Director (ED) and Governance Committee (GC) on issues related to <br />implementation of the Program, particularly the Adaptive Management Plan (AMP), during the <br />First Increment (Attachment 6, Appendix I). The ISAC is to be comprised of approximately five <br />scientists knowledgeable in technical azeas critical to the Program. The ED will develop a <br />specific scope of work for the ISAC, which will be approved by the GC. <br />The Fina1 Program Document directs that the ISAC be appointed by the GC based on <br />recommendations of an ad hoc Selection Panel selected by the GC and convened by the ED. In <br />conjunction with the ED and staff, the Selection Panel will collect and review ISAC nominees <br />and make recommendations to the GC for appoinhnent. As outlined in the Fina1 Program <br />Document, the Selection Panel will solicit nominations from the GC, sponsoring entities, and <br />other agencies, groups, professional societies, the National Research Council, and the public. <br />The Selection Panel will pay particular attention to suggestions from the GC and Program <br />advisory comxnittees and will use their best professional judgment. <br />RECOMMENDATION <br />The Program ED recommends that the GC approve the following procedure for establishing the <br />ad hoc Selection Panel: <br />1) The GC will establish a five-member ISAC Selection Panel that includes the following <br />representation: <br />• One representative of the Technical Advisory Committee <br />• One representative of the Water Advisory Committee <br />• One representa.tive of the Land Advisory Committee <br />• One representative of the Adaptive Management Working Group <br />• One senior scientist familiar with the Program and/or adaptive management in the Platte <br />River Basin and other basins <br />2) The Chair of each Advisory Committee will recommend appointees to the GC. <br />3) Members appointed to the Selection Panel will be familiar with the Program's AMP, <br />including the Integrated Monitoring and Research Program, Conceptual Ecological Models, <br />and Protocols/Activities. <br />4) The Selection Panel will provide the ED and staff advice and input on the ISAC scope of <br />work and areas of needed expertise.
