1 <br />Executive Summary <br />1 Other on-site impacts include loss of roughly 3 miles of Elkhead Creek and some erosion <br />of reservoir banks and streambanks below the reservoir; the creek above and below the <br />reservoir does not now support a sport fishery. There would also be a temporary loss of <br />recreation opportunity during reservoir construction. <br />' The principal off-site impact considered in the present study was the effect of the project <br />on instream flows in mainstem river reaches occupied by the endangered fishes. These effects <br />were evaluated in detail in a separate Preliminary Biological Assessment submitted to the <br />1 Service in September of 1994.
