S 230, ~t sea•; and <br />"Memorandum of Agreement Between the Environmental Protection <br />Agency and the Department of the Army Concerning the <br />Determination of Mitigation Under the Clean Water Act <br />Section 404(b)(1) Guidelines" dated February 9, 1990. <br />The ownership of property interests in wetlands by the <br />State, Local and Federal Governments, plus ownership by private <br />groups and individuals for the purpose of preserving the <br />environment, recreation, wetlands, and open space, will play an <br />increasingly greater role. In lieu of drying-up irrigated farms <br />and converting them to municipal water use, careful thought <br />should be given to keeping agricultural ditch and reservoir <br />companies in operation for the primary or ancillary purpose of <br />preserving wetlands, waterfowl and wildlife habitat which has <br />prospered as a result of diverting, storing, and conveying water <br />to places of use and from the return flow from water uses. This <br />could be accomplished by State ownership of ditch company shares <br />and/or payment into a ditch company operation and maintenance <br />fund, or by agreements with shareholders, with the objective of <br />and commitment to keeping the water within the company's <br />historical area. <br />VII.
