<br />" <br /> <br />With Fish Scenario <br /> <br />The with fish scenario was constructed by analyzing potential changes in economic activity <br />that may occur due to listing and proposed critical habitat designations and/or other protection <br />and recovery efforts for endangered fishes. These potential changes were projected for <br />specified intervals over the entire study period. <br /> <br />Aggregation of Producing Sectors <br /> <br />The IMPLAN input-output data base that serves as a foundation for both the input-output <br />models and the CGE model is composed of 528 producing sectors. For the analyses, this <br />number was reduced by aggregating like sectors. Several considerations affected the level of <br />sectoral aggregation. <br /> <br />The type of analysis is one factor in the determination of the appropriate level of aggregation <br />and the manner in which the aggregation is performed. In general, it is desirable to aggregate <br />those st?ctors that are not of direct interest to this study. This results in a level of detail that <br />can be managed. Conversely, those sectors that are of interest to the task at hand must be <br />kept separate. Thus, the aggregation scheme adopted for this analysis retains several <br />agriculture sectors, the recreation sector, the electric power sector, and some key mining <br />sectors. <br /> <br />For each stage of the input-output modeling process, 20 economic sectors, aggregated from <br />the original 528, were modeled using the IMPLAN data sets (Table 5). <br /> <br />This aggregation permits investigation of changes in the economic activity of the sectors in <br />the study due to designation of critical habitat. For the CGE model, sectors 19 and 20 in <br />Table 5 were combined into a single sector. Estimating the economic impacts of the <br />proposed critical habitat designations for endangered fishes poses formidable challenges <br />because many impacts will result, not from current activities but, from future activities set in <br />motion by Section 7 Consultations. <br /> <br />22 <br />
