Obtain Historic Irrigation Consumptive Use Credits <br />These alternatives are discussed in detail below and summarized in Table 1 at the end of this <br />report. <br />3.2 EXPANDED COORDINATED RESERVOIR OPERATIONS <br />Coordinated Reservoir Operations presently consist of the voluntary bypass of reservoir inflows <br />during the 7 to 10 day spring peak. <br />Expanded Coordinated Reservoir Operations will attempt to increase peak enhancement <br />opportunities by removing some of the constraints that limit existing Coordinated Reservoir <br />Operations To increase spring hydrograph peaks beyond those achieved by the existing <br />Coordinated Reservoir Operations will require analysis and resolution of the issues identified by <br />the CROP group. The major issues are identified below. <br />• Flood Liability. Releases will not be made to supply additional water on the spring peak <br />in those years when the expected spring peak will exceed 26,600 cfs. This constraint on <br />releases will help insure that augmentation of spring peaks under this program will not <br />increase the magnitude of spring flooding. Augmenting spring peaks will, however, <br />increase the frequency and perhaps the duration of high water during the spring runoff <br />period. <br />The legal liability for flooding resulting from peak enhancement releases from <br />participating facilities needs to be addressed.
