<br />CHAPTER 3 <br />ALTERNATIVES <br />3.1 INTRODUCTION <br />This section provides a detailed description of each alternative considered in Phase 1 of this <br />investigation, based on currently available information. It must be emphasized that the objective <br />of the Phase 1 investigation is to screen a relatively long list of alternatives and produce a short <br />list of alternatives which will be studied in greater detail in Phase 2. Where data and information <br />gaps exist, these gaps are noted and recommendations made for follow-up investigations in <br />Phase 2 for those alternatives not screened out during the Phase 1 investigation. Unless <br />' inapplicable to the specific alternative, the following topics are covered for each of the <br />alternatives to the extent that existing data and information allows: <br /> <br /> <br /> <br />?J <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />• Description of the alternative: (1) project operation, (2) physical layout and location of <br />all project facilities, and (3) existence of channel flow capacity constraints affecting <br />project operation/feasibility. <br />• Source of water. <br />• Necessary water rights and discussion of how these water rights will be obtained. <br />• Total volume of water made available. <br />• Feasibility of using water from this specific alternative to augment flows during the 7 to <br />10-day peak spring runoff flow period. <br />• Frequency/dependability with which the water can be delivered. <br />• Feasibility of carrying over unused water from year-to-year. <br />• Capital and operation and maintenance costs. <br />• Potential effects of the specific alternative on yields from this and other existing projects, <br />i.e., would implementation of the specific alternative reduce the yield of other projects. <br />• Effect of alternative on this and other existing projects' operational flexibility or <br />reliability. <br />• Effect of alternative on this and other existing projects' operations and maintenance costs. <br />• Discussion of how the water available from this alternative will be administered during <br />the late summer and fall. <br />• Discussion of any potential legal problems other than water rights and permitting <br />concerns, such as rights of way, Colorado River Compact Problems, Blue River Decree <br />concerns, necessity of new Federal or state legislation, etc. <br />p:\data\gen\0cwcb\18133\report\phase-1\chap-3.d0c 3-1
