employment (the lower bound) and by population (the upper bound). The lower bound on
critical habitat impacts is expected to be $10.20 million (NPV at 3% discount rate).
The upper bound on the critical habitat impacts to the tribal economies is projected to be $18.49
million (NPV at 3% discount rate). As a share of the tribal economic activity this amounts to
' 0.08% of the stream of output over the study period. The creation of an average of 9 jobs in the
lower bound and 16 jobs in the upper bound would be foregone per year in the tribal economies
' as a result of critical habitat designation.
