Hydroelectric Impacts <br />The timing of the flows at Navajo Dam is expected to be affected by the flow needs of <br />endangered fishes. The result will be reduced power to the city of Farmington and the <br />surrounding area. Although the reduced power is included as an impact in this analysis, the city <br />has no property rights to water flows through Navajo Dam, and thus the reported impact <br />represents an upper bound on impacts due to protecting fishes (USDOI, 1986).21 The dollar value <br />of the losses in power production are reported in Table 5-D-3. The data reported in this table <br />represent the direct impacts that were introduced into the regional I-O model to compute the <br />economic impacts associated with the actions taken on behalf of the endangered fishes. <br />4. Recreation Impacts <br />The dollar value of losses in recreational activity due to fish protection measures is reported in <br />Table 5-D-3. The recreation impact is incurred in each year of the study period from 2010 <br />forward. The exclusion of potential gains in recreational activity due to increased river flow is <br />not included in this analysis; thus, the impacts reported represent an upper bound on the impacts <br />due to critical habitat designation. <br />The model was projected for the years shown in Table 5-D-3. The direct impacts occurred <br />throughout the study period. To introduce these impacts into the model the impacts for each <br />model year were derived from the data presented above. For example, impacts associated with <br />foregone agricultural production from NIIP Block 10 were projected to occur over the period <br />2000 through 2004. The model years are 2000 and 2005. Thus the NIIP related impacts were <br />prorated and the resulting direct impacts entered in 2000 and in 2005. These impacts appear in <br />Table 5-D-3 as direct supply reductions for the agricultural sectors. Similar procedures were <br />followed for the remaining agricultural impacts. <br />21 The agreement between the City of Farmington and Bureau of Reclamation states the following: "The United <br />States shall not be liable for any power losses, real or otherwise from its operation of the Dam and Project." (p.18) and <br />continues: "The implementation of this agreement does not in any way restrict Reclamation from making any future <br />modifications or improvements to the Dam or Project."( p.20). <br />40 <br />
