The 32,000 AF/yr represents the <br />tribe's entire allotment from the Jicarilla Apache Tribe Water Rights Settlement Act. <br />D. Monetary Value of WF Impacts <br />The monetary impacts associated with the flow requirements for the listed fishes include direct <br />impacts to the agriculture, construction, hydroelectric, and M&I sectors. See Appendix B for <br />derivation of these dollar values from the irrigated acreage reductions. <br />1. Agricultural Impacts <br />Table 5-D-1 provides the monetary value of agricultural reductions under the WF scenario. Note <br />that for agricultural projects, foregone water creates impacts in each year from the year the <br />project was to have begun delivery through the end of the study period. Notes on the derivation <br />of the dollar value of the impacts are provided in Appendix B. The firsts impacts incurred in the <br />agricultural sector begin in the year 2001 when NIIP Block 10 was to have begun diversions. <br />The 31,797 AF/yr of foregone water translates into approximately $9.7 million per year of <br />forgone economic activity in the agricultural sector for each year until 2040. By the year 2040 <br />the agricultural sectors register approximately $22.8 million per year in direct impacts. <br />2. Construction Sector Impacts <br />Table 5-D-2 provides the monetary value of construction sector reductions under the WF <br />scenario. Note that for construction projects, foregone water implies that planned water <br />development projects will be unfeasible and, thus, construction sector activity is foregone. The <br />first impacts to be incurred in the construction sector begin in the years 1998-2005 when ALP <br />Phase I Stage B is to begin construction. Because ALP Phase 2 Stage B is scaled to 21 % of its <br />planned size, 79% of the projected construction cost is assumed to be foregone. For the analysis, <br />the foregone construction activity was divided equally across the time span of planned <br />construction. NIIP Blocks 10 and 11 are foregone, implying reduced construction activity in the <br />38 <br />
