all of the tribe's water (32,000 AF/yr) would be leased outside, which represents an annual <br />injection of $4,224,000 into the tribal economy at the assumed 19951ease rate. <br />San Juan-Gallup <br />The San Juan River Gallup/Navajo Water Supply Project, which would entail the construction of <br />pipelines to the city of Gallup as well as use of some existing NIIP features, would provide 7,826 <br />AF/yr of agricultural water and 23,174 AF/yr of municipal and industrial water. Because <br />Section 7 consultation is not scheduled to begin unti12000, construction was assumed to start in <br />2000 and have water delivered by 2002. <br />C. Regional Economic Baseline Projection (WOFBA) for the Region <br />The WOFBA baseline projection, which includes the additional economic activity made possible <br />by localized water projects, was made for the period 1995-2040. The underlying assumption is <br />that all of the projects described in section 4-B will be built. For this study, the economic <br />measures are output and employment. These are reported for the region and for the aggregate <br />tribal economies. <br />For 1996, two projects were assumed to begin: N1Il' Blocks 8 and 9, which provide agricultural <br />water to the Navajo reservation and are expected to start water deliveries by 1998 and 2000, <br />respectively; and ALP Phase I, Stage A, which provides tribal and non-tribal M&I water to <br />Colorado and New Mexico, and is expected to be operational by 2003. ALP Phase I, Stage B, <br />which provides irrigation water to Colorado and New Mexico should begin construction in 1998 <br />and be fully operational by 2005. Construction on NIIP Block 10 should begin in 1999, with <br />water deliveries possible by 2001. The year 2000 marks the beginning of NIIP Block 11, the San <br />Juan-Gallup Project (SJG), and the San Juan-Chama (SJC) water leasing. Both NIIl' Block 11 <br />and SJG are expected to be operational by 2002. SJC water leasing initially diverts 5,354 AF/yr <br />through 2009 and then increases to 32,000 AF/yr for the remainder of the study period. ALP <br />Stage II is assumed to begin construction in 2005, with water delivery possible by 2010. <br />28 <br />
