<br /> <br /> DOUGLAS L. JEAVONS <br /> Mr. Jeavons joined BBC Research & Consulting in 1992 as an Associate and became a Director of <br /> the firm earlier this year. His career emphasis includes regional economic modeling and assessment, <br /> econometric analysis and natural resource and environmental economics. Mr. Jeavons has directed <br /> or been a key participant in a number of studies involving local economic development, impacts, and <br /> projections. Prior to joining BBC, Mr. Jeavons worked in Washington DC for an economic <br />' consulting firm specializing in the economics of regulated industries. Mr. Jeavons also served in the <br /> Peace Corps as a community development and agricultural extension specialist in Haiti. <br /> RELEVANT PROJECT EXPERIENCE <br /> • Texas Water Transfers. Currently developing a framework for analyzing the <br />socioeconomic impacts of water transfers from irrigated agriculture to munici <br />al and <br /> p <br /> industrial customers on behalf of the Texas Water Development Board. In addition to <br /> developing a detailed. case study of one large scale potential transfer in Texas, <br /> researched other transfers in Arizona, Colorado and other Western locations as case <br /> studies. Mr. Jeavons also conducted an extensive review of current literature on <br /> economic impact assessment methods and models. <br />, • F <br />i <br />t <br />; arm <br />ng <br />on, New Mexico Economic and Demographic Analysis. Recently led study to <br /> project future economic development and population growth in Farmington, New <br /> Mexico. Prospects for basic industries; including coal mining, power generation and <br /> regional trade and services were the cornerstone for the projections. Interviewed local <br /> government, commerce and industry sources regazding competitive factors and <br /> constraints to future growth. Reviewed a range of feasibility studies, strategic plans <br />1 and market studies. Analyzed post-1990 development trends, building permits and <br /> other indicators. <br />1 • Rocky Flats Local Impacts. Analyzed the socioeconomic impacts of the switch from <br />production to environmental restoration at the Rocky Flats Nuclear Weapons Facility in <br />Colorado. Primary and secondary economic, demographic and fiscal effects upon a <br />number of jurisdictions were assessed using custom designed input-output models and <br />other modeling techniques. Effects on short term and long term community economic <br />development and land use objectives were also examined. <br />• Montana Coal Markets Study. Recently directed BBC's work to assess the current <br />economic, demographic and fiscal implications of coal development and production in <br />Montana. This study focused on both the coal mining communities of southeastern <br />Montana and overall, statewide effects. The coal market study, performed with Stagg <br />Engineering Services, was a high profile endeavor commissioned by the Montana <br />Governor's Office expected to be used in evaluating potential policy changes at the <br />state level. <br /> <br /> <br />BBC Research & Consulting 111 - 14 <br />
