1 <br />1 <br /> <br />1 <br />1 <br />1 <br />t <br /> <br />1 <br /> <br /> <br />i <br />s <br /> <br />i <br /> <br /> <br />1 <br />For the Wyoming Water Development Commission, BBC prepared an <br />economic and financial analysis of a proposed irrigation project to be <br />rehabilitated near Riverton, Wyoming. The economic capability of farmers in <br />the irrigation district was examined from the standpoint of net cash flow and <br />unused debt capacity. <br />BBC prepared an in-depth economic analysis of a new groundwater <br />conservation program for agricultural and municipal water providers in <br />central Arizona. The proposal entailed the creation of a market for <br />conserved groundwater rights. Conservation programs were analyzed in <br />terms of costs per acre-foot of water saved. Conserved water was evaluated <br />on a comparable economic basis with alternative water resources to identify <br />its practical application in long term resource planning for agricultural and <br />municipal providers. <br />• For the Upper South Platte Water Conservancy District, BBC completed an <br />assessment of future municipal and agricultural water demands, compared <br />with available supplies in the basin. Effects of past transfers of water to out <br />of basin municipal users were examined. BBC estimated the value of water <br />to the basin. <br />• In the mid 1980's, BBC completed analyses of two potential reservoirs, one <br />involving hydropower, near Evanston, Wyoming. This included analyses of <br />the effects of reservoir construction on future growth in the Evanston area, on <br />future water rates in Evanston, on recreation potential and on local <br />agricultural irrigators. Socioeconomic impacts were addressed. <br />• For the Western Power Administration, BBC examined socioeconomic effects <br />of new hydropower sales and rate adjustments on a four state area which <br />includes northeastern Colorado. <br />• BBC prepared an analysis of the Federal Reclamation Program for the U.S. <br />Bureau of Reclamation in 1972. The direct and indirect economic effects and <br />the regional contributions were assessed. Future concerns were also <br />identified. This benchmark study considered the impacts of irrigation, retail <br />value of hydroelectric power, output of power dependent industries and <br />other economic variables. <br />For the U.S. Bureau of Reclamation, BBC projected future water demand and <br />supply for Otero County, New Mexico, focusing on the Alamogordo area. <br />Competing municipal, Indian, military, agricultural and recreational uses were <br />examined and projected through the year 2020. <br />Socioeconomic Impact Analysis <br />BBC has broad experience in performing impact studies on a wide range of subjects. <br />Every phase of study has been conducted, including area of influence definition, baseline <br />assessments, economic/demographic effects, social effects, housing and infrastructure <br />impacts, public sector financial analysis and mitigation. BBC socioeconomic impact studies <br />have been incorporated into EIS's, EA's, mining permits, state siting permits and internal <br />company plans for establishing policies to address these issues. <br />BBC Research & Consulting 111 - 7 <br />
