Bureau of Reclamation, <br />the proposal involved early repayment and was structured for consistency <br />with shift in the agency's emphasis at the national level. Valuation and other <br />studies were completed. BBC has performed a number of these engagements <br />across the U.S. <br /> In early 1993, the firm completed a social and economic im <br />act anal <br />sis of a <br />' p <br />y <br />proposed major water resource user in the Santa Fe ,New Mexico area. The <br /> key issue explored in this assignment was the sociologic effects on the <br />' traditional residents, especially the Hispanic population. Social impact <br />mitigation measures were su <br />ested <br /> gg <br />. <br /> • ]n 1992-1993, BBC prepared economic and demographic forecasts for <br /> Colorado Springs Utilities and Pikes Peak Area Council of Governments <br /> (PPACG). We first compiled an extensive information base regarding <br /> Colorado Springs and El Paso County historical trends, forecasts and future <br /> prospects. Both published and unpublished studies were gathered, and <br />' interviews were conducted with numerous sources in the area's public and <br /> private sectors. BBC's projections became the official set for the Utility, the <br />' City and PPACG. <br /> • BBC participated in a major basin-wide planning study of the Cache La <br /> Poudre River for the Colorado Water Resources and Power Development <br />' Authority. Agricultural trends and characteristics, such as crop patterns, <br /> yields, revenues and consumptive use, area major emphasis. Drought <br /> insurance was specifically examined. The economic value of water was <br /> estimated through this research. Benefits and costs of past water transfers <br /> were reviewed. BBC's role includes economic and demographic forecasting <br /> leading to water demand projections, financial impacts of droughts, analyses <br /> <br />' of potential water shortages, and economic and financial implications of <br />various structural and non-structural water resource alternatives. <br />• For the Northern Colorado Water Conservancy District (NCWCD), BBC <br />' played a major role in a study of water regionalization opportunities. <br />Impacts of water supply on population growth were major concerns. BBC <br />projected population and water demand for nearly 50 water service entities <br />in afour-county area under three scenarios of economic growth. BBC <br />assisted in the formulation of administrative and financial options. <br />• BBC provided socioeconomic and financial expertise in negotiations <br />' concerning water transfers in Arizona. The social and economic impacts of <br />drying up a large agricultural area were also been examined. The value of <br />water both to the irrigated agricultural areas and the urban areas was esti- <br />' mated. Mechanisms for payment were identified. BBC offered strategies for <br />presenting the rural viewpoint in a highly charged political setting. <br />• In Arizona, BBC has been extensively involved in a study of future water <br />' demand, water values and the potential economic benefits of water applied <br />to selected Indian reservations and a metropolitan area as part of a general <br />stream adjudication. The sociological context of the various reservations and <br />' their capacity and desire for changes Municipal and industrial demand, <br />mining and recreational water requirements, and agricultural needs have been <br />emphasized.
