Extensive expertise has been developed in forecasting <br />water demand: <br />• agricultural demand has been forecast in several regions heavily dependent <br />upon irrigated fa*m;ng. Projections have been developed under alternative <br />assumptions for the farming environment, including deteriorating economics, <br />urban encroachment and drought conditions. <br />• municipal forecasts have been developed for areas from small communities <br />in Texas, New Mexico, Arizona, Colorado and Wyoming to the Denver and <br />Phoenix metropolitan areas. Forecasts have recognized future effects of <br />housing mix, land use patterns, demographic trends, economic activity, water <br />prices and conservation practices. <br />• industrial water demand forecasts are performed through an understanding <br />of regional economic activity, individual industry prospects and industrial <br />water use patterns. Industries examined vary from mining operations to <br />meat packers, breweries and power plants. <br />• recreation based demand has been examined for diverse activities from <br />stream fishing to skiing to merely sight-seeing and aesthetic values. <br />• hydropower demand has been analyzed throughout the western U.S. for run- <br />of-river plants and lazge pumped-storage facilities. BBC's combined <br />expertise in the economics of water and power development enables analysis <br />of markets for hydropower, value of power resources, and opportunities for <br />financing water development through hydropower. <br />• flood control opportunities have been examined based upon historic <br />experience, projected development patterns and annual risk of flooding. <br />Flnancial analysis. BBC performs financial studies for a wide variety of individual <br />projects, firms and local governments. Computer models have been successfully applied to <br />forecast revenues and expenditures. A particular BBC strength is the capacity to analyze <br />the spectrum of financial issues which face the water industry today: rate structures, <br />ability-to-pay studies, and project feasibility evaluations. BBC has prepared financial <br />valuations of water and water systems throughout the West. <br />Non-structural water development options are often examined as part of <br />comprehensive planning studies. Such measures include municipal, industrial and <br />agricultural water conservation, water exchanges and "drought insurance." BBC has <br />experience designing non-structural programs, estimating associated water yields, <br />identifying institutional constraints and public acceptance and addressing the social and <br />economic impacts of the programs. <br />Strategic planning for negotiations and organizational purposes is often a <br />component of BBC's assistance to water resource clients. Mission, goals and objectives have <br />been formulated and strategies developed for a number of water providers. Important <br />contributions are made in bringing together diverse interests to mutually develop and deliver <br />water supplies. BBC has examined administrative and financial responsibilities for awide- <br />range of potential partnerships or organizations in the water resources field. <br />Business feasibility analysis has been performed to advise private sector and <br />entrepreneurial public sector clients undertaking new water resource ventures.
