1 <br />Capabilities in Water Resource Economics <br />BBC has developed a strong and diverse base of expertise related to the economic <br />and financial aspects of water resources. <br />Socioeconomic impact assessment has been performed in a wide range of fields. <br />There is increasing recognition among water experts that supplementing water resources in a <br />region or reducing water supplies through out-of-basin transfers or institutional constraints <br />can have important socioeconomic ramifications on a local area. BBC has examined the <br />economic and demographic effects of development of new water resources or potential <br />changes in water resource use. For example, water market shifts and resulting changes in <br />agriculture and other economic activity, recreation opportunities, public facilities, services <br />and tax revenues have been projected. We have developed a thorough understanding of <br />research approaches for rural areas of the West, particularly agricultural or mineral-based <br />economies, recreation-based economies and Indian reservations. More than 150 impact <br />studies have been performed in the Rocky Mountain Region alone. <br />!' Economic evaluations have been conducted in a number of fields to compare long <br />term benefits and costs of development or other changes in resource use. For example, <br />proper identification of the economic value of water to different users under both normal <br />and drought conditions is critical in water development studies or general stream <br />adjudications. BBC has determined such values based upon historic drought losses, actual <br />market transactions and financial budgets of water users such as irrigators. BBC has also <br />determined economic values for recreation, power and flood control. <br />Comparative analyses of alternative water use plans and policies have been an <br />important element in many of BBC's water resource studies. Both structural and non- <br />structural options have been screened for fatal flaws, and compared in terms of costs, <br />benefits and distributional implications. Advantages and disadvantages of each alternative <br />have been identified and examined. Institutional, hydrological, engineering, and legal <br />constraints have been addressed collaboratively along with other experts in water resource <br />planning. This evaluation and screening process is a necessary element in each basin <br />planning project in which BBC has participated. <br />Valuation of water resources and other assets are performed in assessing impacts of <br />water transfers or development of water augmentation strategies. Direct, indirect and <br />induced effects of water transfers are examined. BBC often provides negotiation support in <br />this field. <br />Economic and demographic forecasting. Projections of population, households, <br />employment, income, land use and related socioeconomic variables are often developed to <br />assess needs for public services or markets for new products. Over 1,000 projections have <br />been prepared or evaluated for diverse areas throughout the nation as distant in time as the <br />year 2080. BBC has examined agricultural and mineral economies from the arid Southwest <br />to the Northern Plains. Economic and demographic projections have been prepared for <br />metropolitan areas, states and regions down to rural counties, unincorporated places and <br />Indian reservations. Future agricultural prospects, crop mix, prices and production costs <br />have been examined at a basin-wide level. <br /> <br /> <br />BBC Research & Consulting III - 3 <br />
