Absolute and Conditional: <br />Absolute: Less than flow recommendation needed for fish <br />with compact, e.g., 581. <br />Conditional: A flow recommendation; periodic review <br />for fish needs, and compact (due diligence; remainder <br />of the water flow needs). <br />III. Conditional: Full flow recommendations with <br />periodic review. <br />CONCERNS/COMMENTS: <br />1. Enforcement of a "conditional" water right. <br />2. Objection to changes. <br />3.
