Replace with: "Appropriating a junior in-stream flow right is a
vehicle for:
a. establishing flow needs
b. achieving those needs to the degree possible with a
junior water right.
c. identifying needs from additional water sources
including return flow.
Delete #6.
LIMITS:
Delete #1 and #2, and replace with: "There is
uncertainty regarding the amount and frequency of water
that would be available under a junior water right
under the limitation of Colorado's compact
apportionment or if senior conditional rights are
developed."
