3.38 The WGFD requested that flow in Savery Creek below
Sandstone Dam be not less than 24 cfs at any time. Since the
natural-flow of Savery Creek is below 24 cfs at times, meeting
this request would entail .releasing .water from storage whenever
the natural flow is insufficient.,
PROPOSED MITIGATIVE MEASURES.
3.39 The WWDC, in coordination with the USFWS, the Corps of
Engineers and the WGFD, would develop plans to mitigate losses
which could result from the proposed project. Specific measures
would be designed to eliminate, avoid, rectify or minimize the
adverse effects pr to compensate for the loss of resources.
3.40 The various agencies are currently negotiating the
components of the mitigation plan. The, following measures may be
adopted as part of the WWDC's proposed project.
o To mitigate riparian losses, a Riparian Rehabilitation
Easement would be acquired along parts of Savery Creek
immediately downstream from the proposed dam-site and in
canyon areas above the high water line along Savery,
Little Sandstone and Big Sandstone Creeks.
o To mitigate stream fishery losses,, minimum releases of 24
cfs would be maintained in. Savery .Creek.
o To prevent upstream movement of fish species from the
reservoir which could adversely impact the Colorado River
cutthroat trout, man-made fish barriers would be erected
by WGFD on streams upst-ream from the proposed reservoir.
Materials for the boundaries would be provided and
delivered to stream sites by WWDC.
3-13
