Taylor Draw Reservoir. ~ <br />2.1.1.2.4 The State of Colorado is currently funding another Yellow <br />Jacket Project feasibility study by International Engineering Company. <br />2.1.1.3 Other Stream and Off-Basin Developments <br /> <br />2.1.1.3,1 A number of water projects have been proposed for the <br />northwest corner of Colorado, some of which could furnish water to <br />beneficiaries of the proposed Taylor Draw Reservoir. Among them ere <br />the White River Pumping Pipeline end Reservoir Project, The Oil Shale <br />Corporation Praject, Powell Park Project, CRWCD Diversion end Storage <br />Project, Superior Oil Company Diversion and Storage Proje:ct, Bores <br />Project, Rio Blanco OiL Shale Project, Cow Creek Project, Ftat Tops <br />Project, Fourteen Mile Project, Stillwater Proj act and the Figure Four <br />Project, all in the White River drainage basin, and the Cross Mountain <br />Project end the Juniper Project in the Yampa- River drainage basin. In <br />addition, there ere a number of other future possible diversions, <br />which do not contain water storage provisions in thei r pEans. <br />2.1.1.3.2 The White River projects, except for the Yellow Jacket <br />Project, the Flat Tops Project, and the CRWCD Diversion and Storage <br />Project, are either in the Piceance Creak Basin or are concerned with <br />supplying water primarily for oil shale development. Many of them <br />will consume most of the water stored and will have very little return <br />flow to the streams. Of the projects named above, the nearest to the <br />Taylor Draw Dam and Reservoir are the White River Project and The Oi l <br />Shale Corporation Praject, both of which will be using stored waters <br />for development of oil shale. It is not known if either wilE have <br />water evei fable for uses to be served by Taylor Drew Reservoi r or if <br />any or al L of the prof acts listed wi L L ever be constructed. <br />2.1.1.3.3 Due to its location in the Flat Tops Wilderness Area, it is <br />highly unlikely that the Flat Tops Praject could ever be constructed <br />es presently eo ncei ved. <br />2.1.1.3.4 The projects in the Yampa River drainage basin may <br />eventually be constructed. although there is considerable <br />environmental opposition to them. The water impounded could be used <br />for irrigation. municipal and industrial uees near Rangely. The <br />expense .of purchase and transport of the water 35 or more miles [56 <br />km) to the Rangely area would be excessive, <br />2,1,1 .3.5 To summarize the alternative projects listed here, all <br />projects in the Piceance Creek Basin ere proposed to develop end <br />eupply water to the of L shale industry, wi t L have little return flow <br />to the White River Basin System, and might not have water available <br />for other uses. Those outside of the Piceance Creek Basin, including <br />the Flat Top Project, the CRWCD Diversion and Storage Projects, and <br />the Yellow Jacket Project, appear to be scheduled for completion too <br />far in the future to resolve present needs in the Rangely area. Water <br />purchased from the Cross Mountain and Juniper Projects would be high <br />in cost because of the distance over which water would be transported. <br />-6- <br />
