The strategic plan identified atwo-tiered approach: <br />1. Basin-wide Level.-This tier prevents introductions of nonnatiyes, reduces <br />abundance of nonnatives in main channel habitats, and mitigates losses of sport- <br />fishing opportunities. <br />2. River-reach Level.-Three high-priority reaches were identified: <br />a. Yampa River from Deerlodge Park to confluence with the Green River, <br />b. Green River from Yampa River confluence to Desolation Canyon, and <br />c. Colorado River from Government Highline diversion to Cataract Canyon. <br />2.6 Recovery Goals for the Four Endangered Fish Species <br />On September 10, 2001, the U.S. Fish and Wildlife Service (Service) released draft recovery <br />goals for the four Colorado River endangered fishes for public review through a Notice of <br />Availability in the Federal Register (66 FR 47033-47034). These recovery goals provide site- <br />specific management actions and objective, measurable criteria for downlisting and delisting the <br />endangered Colorado pikeminnow, humpback chub, razorback sucker, and bonytail. Control of <br />nonnative fishes is identified as asite-specific management action in each of the four recovery <br />goals documents. [Note: Final recovery goals were signed by the Service on August 1, 2002, and <br />the notice of their availability was published in the Federal Register on August 28 (67 FR <br />55270-55271)]. <br />Five basic aspects of nonnative fish control are identified in the recovery goals with specified <br />criteria for downlisting and delisting: <br />1. .Nonnative Fish Stocking Procedures (all four species) <br />a. Downlisting.-Procedures developed, implemented, evaluated and <br />revised. <br />b. Delisting.-Procedures finalized and implemented. <br />2. .Channel Catfish Control Programs (for humpback chub) <br />a. Downlisting.-Programs developed and implemented to identify <br />necessary levels of control in Yampa Canyon, Desolation/Gray Canyons. <br />b. Delisting.-Identified levels of control attained. <br />3. Control Programs for Small-bodied Nonnatives (for Colorado pikeminnow, <br />razorback sucker, bonytail) <br />a. Downlisting.-Programs in nursery habitats/occupied reaches developed <br />and implemented to identify necessary levels of control. <br />b. Delisting.-Identified levels of control attained. <br />4. Channel Catfish Control Programs (for Colorado pikeminnow, razorback sinker, <br />bonytail) <br />a. Downlisting.-Programs in occupied reaches developed and implemented <br />to identify necessary levels of control. <br />b. Delisting.-Identified levels of control attained. <br />6 <br />
