0 <br />Minutes <br />February 10, 1988 <br />Pave 3 <br />0 <br />The Council wants to retain and give stronger emphasis to the <br />Technical Committee through the full Technical Committee and the <br />sub-committees, including but not limited to, diseases, <br />introductions, fish needs and relationships with the state and <br />federal agencies. It would be expected that the Council secretary, <br />Technical Committee Chairman, Technical committee representatives and <br />other representatives from member states should attend Council <br />meetings when appropriate input is needed. Since meetings would be <br />immediately prior to WAFWA, many more of these people may be able to <br />be present than heretofore. <br />5- The Council set the 1988 annual Council meeting to be July 9, 1988, <br />immediately preceding the Executive Committee meetings of WAFWA in <br />. Albuquerque. <br />The Council also instructed Rod Stone make the following assignments to the <br />Technical Committee so that consideration could be given the Council prior to <br />this July meeting. <br />1- Postpone the February Las Vegas annual Technical Committee meeting <br />and hold it in the stead of the April Council meeting in Las Vegas <br />April 18-19. Among other considerations, this was to allow time for <br />Technical Committee completion of the following assignments which <br />probably could not be adequately addressed if a February meeting was <br />held. <br />2- Provide recommendations for any new structure of committees, <br />organization structure, meeting schedules, etc., which would benefit <br />technical support of the Council under these new Council changes. <br />3- Submit a recommended revision of Council by-laws for the new <br />i organization, roles and functions of the Council. <br />4- Complete a proposal to apply for Dingell-Johnson administrative <br />funding for Council operations. Submit this to the USFWS in time to <br />be considered for funding in the federal 1989 fiscal year.* <br />5- Present a report on grass carp in the basin to cover at least the <br />following points: <br />a. Status (and genetics, if possible) of populations and occurrences <br />in the basin. <br />b. Programs, regulations and other ways basin states are each <br />handling introduction, control, management, etc. <br />C
