0 <br />0 <br />D <br />D <br /> <br />0 <br />0 <br />in the over-all management of the Colorado River for the diverse and often <br />competing public needs. The Secretary has been given a unique role In the <br />Lower Basin of the Colorado River. He Is the Water Master for mainstream <br />Colorado River water and all users must have contracts with him for use of <br />water. Additionally, in the Upper Basin the Secretary is charged with <br />developing long-range criteria and an annual operating plan for the entire <br />River system and its reservoirs. There is a critical need to ensure that <br />management strategies and approaches are flexible and responsive to <br />accommodate long-term demands which may result in shortages to all uses <br />because of an over appropriated River. <br />The Grand Canyon Trust is dedicated to conservation of the natural and <br />cultural resources of the Colorado Plateau. As such it advocates a <br />responsible and ecologically sustainable balance between resource use and <br />preservation. The Trust has fostered and assisted efforts of individuals, <br />groups, communities, and governments to achieve ON balance. The Trust <br />employs capabilities in many areas including science, demographics, economics, <br />resource management, education, communication and law. The Trust is a <br />recognized leader on a broad range of conservation issues in the Colorado <br />River Basin and brings a unique perspective that can be added to the efforts <br />to manage the Colorado River resources for the benefit of a diverse public <br />while preserving and sustaining valuable resources. <br />IV. THE TRUST WILL: <br />A. Provide in-kind service through research and analytical services, <br />facilities, and administrative support and $5,000 direct costs per year to <br />compi-ete the management study (See Attachment A, Deliverables/Time Frame). <br />B. Complete an in depth survey of Federal state, tribal and local <br />public officials and representatives of water development, public power, <br />environmental, and other interests to identify and describe: water, power, <br />recreation, fish, and wildlife, and cultural resource management needs on the <br />Colorado River. <br />C. Provide recommendations as to how decision making for managing <br />those resources could be improved (e.g. recommendations on basic institutional <br />change) and the development, of a common forum for discussing existing and <br />future management concerns. <br />D. Complete an analysis, based on the survey and other sources of <br />information, which identifies and descrife;_op ortunties, benefits an <br />7 obstacles toles a ash nag a`basin wide authority for managing the River. <br />E. Complato an analysis of the economic and demographic structure of <br />the Colorado Plateau as it pertains to the Colorado Plateau region. This <br />analysis will provide a contemporary profile of the "public constituency" of <br />this area. <br />F. Conduct a workshop/symposium with Federal, state, tribal, <br />scientific, and public leaders specific to the needs of Reclamation for the <br />future management direction of water resource management in the Colorado <br />Plateau area and consolidate the information into a symposium report. <br />3 <br />APPENDIX C
