0 <br />4/1/95 Grand Canyon Trust contacts: <br />Tom Moody, (520) 774-1178 <br />Sarah Bates, (801) 673-8558 <br />Development of a <br />Colorado River Basin Water Management Strategy <br />Work Plan for Cooperative Agreement <br />Between Bureau of Reclamation <br />and Grand Canyon Trust <br />Introduction <br />The Grand Canyon Trust has entered into a Cooperative Agreement with the <br />Bureau of Reclamation to conduct a study to assist Reclamation and the Department <br />of Interior in developing information that may be of use in carrying out the agencies' <br />duties related to meeting present and future water resource needs in the Colorado <br />River basin. The study will include independent analyses as well as facilitated <br />discussions with a wide range of water managers and stakeholders throughout the <br />basin. Products of the study include demographic and economic analyses of the <br />upper Colorado River Basin, the Colorado Plateau, and the greater Grand Canyon <br />region; a compilation of emerging trends and management issues within the basin; <br />the proceedings of a stakeholder workshop on future management within the basin; <br />and a final report with recommendations and strategies to improve basin-wide <br />management decisions. The two-year program cost will be approximately $200,000. <br />Reclamation (on behalf of the Secretary of the Interior) plays a crucial role in <br />the management of the resources of the Colorado River for diverse, and often <br />competing, public needs. In its unique role as water master for mainstream Colorado <br />River water, Reclamation is charged with developing long-range criteria and an <br />annual operating plan for the river system and its reservoirs. There is critical need <br />to explore innovative and flexible management strategies and approaches in order to <br />accommodate changing long-term demands on this valuable resource. <br />The Grand Canyon Trust is an non-profit organization dedicated to <br />conservation of the natural and cultural resources of the Colorado Plateau. As such <br />it advocates a responsible and ecologically sustainable approach to resource use and <br />preservation. The Trust has fostered and assisted efforts of individuals, groups, <br />communities, and governments to achieve this goal. The Trust employs capabilities <br />in many areas including science, demographics, economics, resource management, <br />education, engineering, communication and law. The Trust is a recognized leader <br />on a broad range of conservation issues in the Colorado River Basin and brings a <br />unique perspective to efforts to manage the Colorado River for the benefit of a <br />diverse public while preserving and sustaining valuable resources. <br />This work plan describes the elements of the study, the products to be <br />delivered, and the proposed timeline for the study. <br />0 APPENDI K C
