relationship with San Diego that would protect San Diego and
Imperial Valley while providing a new future.

19. FACT: The Water Bank would set Imperial Valley up as a permanent area and
reduce obvious long-term threats.

20. FACT: A spec i a 1 "EWAP" permit could be issued to a major water user that
could not afford to be cut off. This major user would then work
out the politics with MWD and the state.
21. FACT: Water bank can utilize both underground and surface storage. Good
plumbing.

which provides modern efficient solutions. A PATH TO THE FUTURE.
