FACT: A water bank sets framework and creates the opportunity for large <br />urban areas to deal with agricultural areas in productive and <br />cooperative ways, not coercive (AAC problem). <br /> <br />11. FACT: A water bank can best protect the broad public interest and insure <br />a viable future for the area of origin. <br /> <br />12. FACT: An Imperial Valley water bank is unique, being at the END of a <br />vital and strategic river (Colorado)--near the most water-short <br />economy in the world--Southern California. <br /> <br />13. FACT: If surplus or conserved water is not stored, we receive no benefit. <br />We have no leverage. Storage will be the centerpiece for water <br />planning. <br /> <br />14. FACT: IMPERIAL VALLEY STORAGE sets 110 up as a major player that must be <br />recognized and respected. We have and control what "they" need - <br />WATER. <br /> <br />15. FACT: Our water rights are VERY strong. We must clearly understand all <br />our options. <br /> <br />16. FACT: Conjunctive Storage - An IID water bank "ACCOUNP which would <br />establish first priority use of our conserved priority water -- San <br />Diego is the logical candidate. <br /> <br />17. FACT: The Bank sets up the process to allow a Northern California water <br />user to cut a direct deal with 110 to exchange Colorado River water <br />for State Project water. <br />
