These agencies adopted the Delineation <br /> <br />Manual <br /> <br />1989. <br /> <br />This was done without notice or <br /> <br />l.n January <br /> <br />opportunity for public input or congressional oversight. This new <br /> <br />manual brought 60 million acres of crop land under regulations as <br /> <br />water of the U.S. by expanding the definition of wetlands. <br /> <br />Under the "C lean Water Act, II whi ch governs the use of <br /> <br />wetlands, a property owner may be denied a permit to develop, build <br /> <br />on, or farm a piece of land that had been classified as a wetland. <br /> <br />However, the Fifth Amendment of the United States Constitution <br /> <br />stated that private property cannot be taken for public use without <br /> <br />just compensation. <br /> <br />I will elaborate as to why and how HR1330 by Reps. Jimmy Hayes <br /> <br />and Tom Ridge may help to remedy these problems. <br />
