Service concerns which are being handled through Region 2'5
Phoenix Office centers mostly on the protection of the humpback chub
population found in the Little Colorado River and the Grand Canyon.
Operations at the dam which affect daily minimums and maximums. the rate of
fluctuation. seasonal changes in monthly volumes. and the potential for spills
or floods are all being addressed.

FlaminQ GorQe

As many of you know. we are in the process of preparing a biological opinion
on the o~eration of Flaming Gorge. Details of the opinion will depend on
findings and recorrmendations (due out this month) of research biologists who
have been intensively studying the Green and Yampa Rivers for the last 6
years. We anticipate our opinion will continue to constrain operations
(within normal operating limits) to provide habitat at Jensen for larval and
y-o-y fishes in the late summer and early fall and to provide research flows
for evaluating the need for specific rel~ases in winter and spring.

Lucy asked me to address how our recommendations m.i.9.h.t affect primary purposes
of Flaming Gorge reservoir.

.

...
