<br />, <br /> <br />page 6 <br /> <br />E. Conclusion <br /> <br />What we currently have is not working within the context. We need <br />experience with water markets. Larry has provided a great service in <br />gathering this from the pioneers. I would suggest that individual and <br />community discovery and interpretation of interests can: bring out the <br />relevant public interests; provide creative ways for coping with <br />externalities and providing oversight; and facilitate community and <br />individual adjustment to change. It will not be perfect but we have to get <br />started. Luna Leopold recently observed that natural resource management <br />in our country has not been guided by an ethos of long-term sustainability <br />but instead is stressed by a plague of special interests and a disdain for <br />equity.
