<br />WATER BANK (STORAGE) PLAN 6 <br />30. FACT: Leaders and new ideas are hard to attack. <br />31. FACT: Water bank creates new thinking that extends and expands the past <br />into the future in a creative way; forces organized thought - <br />planning and strategic management. <br />32. FACT: California laws are in place to create water banks and may even <br />mandate them. Conservation is mandated, waste is against the law - <br />Imperial Irrigation District can bank the new conserved water and <br />maintain top priority storage. <br />33. FACT: Society now demands maximum utilization of water. Water banking <br />does that. Stores and shares - makes more available = creates <br />value. <br />34. FACT: Reality mandates that water be priced in such a way as to regulate <br />demand. Higher prices will signal clearly: STOP WASTING. Savings <br />would then be banked. <br />35. FACT: If the Bureau of Reclamation becomes the Federal Reserve of Water <br />Banking, Imperial Valley can become a major state and regional <br />bank. A strong political position. <br />36. FACT: A water bank would lay out a matrix of institutions that IID must <br />interface with. This communication, would eliminate unnecessary <br />threats, problems, and uncertainty. The IID would stay out of <br />trouble. <br />37. FACT: Imperial Valley water bank could set out terms and conditions on <br />water transfers, both short- and long-term, of historical signifi- <br />cance. How IID reforms itself, organizes to <br />become more efficient in a whole variety of ways and establishes a <br />progressive reputation, will determine its future and demand.
