<br />WATER BANK (STORAGE) PLAN 5 <br />18. FACT: Imperial Valley Water Bank could set up a political alliance and <br />relationship with San Diego that would protect San Diego and <br />Imperial Valley while providing a new future. <br />19. FACT: The Water Bank would set Imperial Valley up as a permanent area and <br />reduce obvious long-term threats. <br />20. FACT: A special "EWAP" permit could be issued to a major water user that <br />could not afford to be cut off. This major user would then work <br />out the politics with MWD and the state. <br />21. FACT: Water bank can utilize both underground and surface storage. Good <br />plumbing. <br />22. FACT: Water bank challenges old institutions and helps define thinking <br />which provides modern efficient solutions. A PATH TO THE FUTURE. <br />23. FACT: Most water rights were established under frontier conditions. <br />Times are changing--so must we. <br />24. FACT: The most vital element in water planning is probably the least <br />planned for DROUGHT. If you have a solution, you win. IID is the <br />solution. We are in a drought. <br />25. FACT: Water officials who are not flexible and have not hedged or planned <br />for drought (both those who have water and those who need more) <br />may be facing political suicide. <br />26. FACT: Water bank provides vital information. Well informed parties can <br />cut deals. This first contract will be the basis for our future. <br />27. FACT: Water bank is based on standard market principles, these forces <br />create price and value in a way no government agency can. <br />28. FACT: Water bank may create opoportunities for new tax credits or deduc- <br />1.ion-, Lo oncoura(.le sLora(It? ;ind corv&rv?i1.ion. <br />29. FACT: He who sets up a water bank, conserves water and stores it will <br />control and write the rules.
