Discipline Manager: Fisheries and Aquatic Environment <br /> <br />William J. Miller. Ph.D.: Senior Aquatic Ecologist. Dr. Miller is Principal and Senior Aquatic <br />Ecologist for Miller Ecological Consultants, Inc., Fort Collins, Colorado. Dr. Miller has <br />worked on Colorado River Basin endangered fishes projects since 1980. His experience <br />includes work in the Yampa, White, Green, Colorado and San Juan rivers in the upper <br />Colorado River basin. Dr. Miller has worked on projects for the U,S. Fish and Wildlife in the <br />upper basin as a U,S. Fish and Wildlife employee and as a private consultant, Through the <br />continued work with the endangered species issues, Dr. Miller maintains professional <br />associations with members of the state and federal resource agencies responsible for <br />endangered species. Dr. Miller's experience includes: <br /> <br />· Current member of the Biology Committee for the San Juan River Recovery <br />Implementation Program. <br /> <br />· Currently conducting research on habitat use by adult Colorado squawfish in the San <br />Juan River. <br /> <br />· Responsible for determining the potential effects of enlargement of Elkhead Reservoir <br />on endangered fish in the Yampa River. <br /> <br />· Conducted investigations of physical habitat availability for Colorado squawfish on the <br />Yampa, White, Green and Colorado Rivers. <br /> <br />These projects are or were multi-year studies that required knowledge of all life stages of <br />the endangered species. Habitat investigations and habitat use studies required a working <br />knowledge of feeding behavior, water quality tolerances, and physical habitat requirements, <br /> <br />2.2.5. Discipline Manager: NEPA Process <br /> <br />Roy D. Hugie. Ph.D.. President and Company Founder, Dr. Hugie is known as an organizer, <br />problem solver, and a "bridge builder" who effectively links project proponents with <br />management and regulatory agencies. His background is rural, and his 25 years in the field <br />of natural resource management include 10 years as senior biologist for a state wildlife <br />agency, five years as wildlife section manager for a large environmental consulting firm and <br />7 years as Pioneer's head, He has mastered the conceptual and practical intricacies of <br />environmental policy, legislation and process and applied his skills to support projects of <br />many types, in a range of different ecosystems, and under the purview of most pertinent <br />governmental agencies. <br /> <br />2.2.6. Discipline Manager: Human Resources <br /> <br />Neal E. Artz. Ph.D.. Natural Resource Management Specialist. Dr. Artz is a broad-based <br />resource management professional who has emphasized human aspects--from rural <br />sociology to conflict resolution to policy analysis--in his varied career.
