SUMMARY <br />Section ] 207 of the Aquatic Nuisance Prevention <br />and Control Act charged the Task Force with <br />developing findings, conclusions, and recom- <br />mendations with respect to the intentional intro- <br />duction of nonindigenous aquatic species. <br />The Task Force has found that there are risks <br />associated with such introductions. Historically, <br />intentional introductions have been as likely as <br />unintentional introductions to create problems in <br />receiving ecosystems. The problems associated <br />with intentional introductions in the past ofter. <br />have been caused by inadequate knowledge <br />and/or review of introductions before they <br />occurred. <br />Given the nature of aquatic systems, control of <br />established species after introduction is, at best, <br />difficult. Recognizing this, the Task Force recom- <br />mendationsare directed toward education of <br />user groups and adequate review of introduc- <br />tionsbefore they occur. Such measures would <br />minimize the risks associated with introductions <br />of nonindigenous species. if implemented, ade- <br />quate authority for review of introductions <br />involving the Federal government already exists. <br />For introductions sponsored by State govern- <br />ments, the Task Force recommends a model <br />State code and interjurisdictional consultation. <br />For imports of species from outside the United <br />States, the establishment of a permitting system <br />is recommended. <br />25 <br />
