authority under which to establish such linkage. <br />The alternative approach to enhanced compli- <br />ance that did receive considerable support was <br />linking positive incentives to adoption of the <br />code (e.g., increased access to Federal funds). <br />The most commonly suggested Federal funding <br />mechanism, as noted in the discussion of <br />"Prohibitions and Enforcement," was under the <br />grant program outlined in Section 1204(b) of the <br />Nonindigenous Aquatic Nuisance Prevention and <br />Control Act. As with the disincentive option, this <br />approach would require refinement of the model <br />code and the development of criteria by which to <br />judge compliance. <br />Recommendation 7 <br />State legislative bodies should, in consultation <br />with their appropriate State agencies and other <br />interested entities, enact comprehensive legisla- <br />tion to deal with nonindigenous species issues. <br />The Task Force provides the conceptual Model <br />State Code presented in Appendix H as a starting <br />point for this effort. <br />GOOD BUSINESS PRACTICES: <br />Reliance upon Codes of Good Business Practices <br />did receive some support both from within and <br />outside private industry but was not a broadly <br />supported option. Some within private industry <br />felt that existing regulatory guidelines had <br />already surpassed the utility of such codes. <br />However, others suggested that the exercise of <br />trying to develop Codes of Good Business <br />Practices would prove a useful educational tool <br />to both private industry and the relevant public <br />agencies. The Task Force concurs with this <br />suggestion. <br />Recommendation 8 <br />Where such codes do not already exist, private <br />industry trade associations in consultation <br />with the appropriate State and Federal agencies <br />(and other interested entities), should develop <br />Codes of Good Business Practices that pro- <br />mote continued commercial operation in a <br />manner that is compatible with the conserva- <br />tion of natural ecosystems. <br />24 <br />
