Monitoring of <br />areas that could be potentially impacted should be conducted so actual <br />impacts, if any, could be measured. Timing of instream construction <br />could also be used to avoid critical periods. May and June are prob- <br />ably the best months to minimize damage. We do not see any need for <br />mitigation at this time as direct impacts do not appear likely. <br />
