A precedent-set- <br />ting approach for a fish and wildlife <br />recovery program exists in the Colum- <br />bia River basin. The era of dam con- <br />struction and channelization is giving <br />way to new visions of water sales, <br />trans-basin diversions, and basin-wide <br />integrated water resources manage- <br />ment.
