Description of Alternatives <br />MITIGATION <br />All environmental mitigation has been incorporated into the alternatives; <br />no other mitigation elements are presently included. Future measures that <br />could be considered as mitigation for the loss of power are described below. <br />Power Adjustments <br />The Grand Canyon Protection Act directs the Secretary of Energy to <br />consult with other agencies and the public to identify economically and <br />technically feasible methods of replacing any power generation that is lost <br />through changed operations at Glen Canyon Dam. The Secretary of <br />Energy must present a report of the findings and draft implementing <br />legislation, if necessary, not later than 2 years after adoption of new <br />operating criteria (ROD). That process should result in acquisition of <br />permanent replacement power. <br />How Western markets energy and capacity from Glen Canyon Dam would <br />differ for each alternative. Some basic options to replace lost power are <br />listed below. <br />• Purchase power from alternate sources <br />• Increase energy conservation <br />• Change transmission system capability <br />• Build new generating facilities <br />Some of these options may take 5 to 7 years to implement fully. Contin- <br />uing use of the financial exception criteria allowed under interim opera- <br />tions is a potential short-term (5- to 7-year) mitigation measure.
