Description of Alternatives <br />Nevada, New Mexico, Utah, and Wyoming; cooperating Indian Tribes; and <br />the general public, including representatives of academic and scientific <br />communities, environmental organizations, the recreation industry, and <br />contractors purchasing Federal power produced at Glen Canyon Dam. <br />The Adaptive Management Program, under the direction of the Secretary <br />of the Interior, would be facilitated through an Adaptive Management <br />Work Group (AMWG), organized as a Federal advisory committee. <br />Adaptive <br />Management <br />Work Group The AMWG membership would be appointed by the Secretary with <br />representation from each of the EIS cooperating agencies, Basin States, and <br />two representatives each from environmental groups, recreation interests, <br />and contractors for the purchase of Federal power from Glen Canyon <br />Powerplant. <br />The AMWG would: <br />• Provide the framework for adaptive management policy, goals, and <br />direction <br />• Develop recommendations for modifying operating criteria and for <br />other resource management actions <br />• Facilitate coordination and input from interested parties <br />Recommendations formulated by the AMWG would be forwarded to the <br />Secretary or his designee. If one or more entities did not support a <br />recommendation, the views or concerns of the nonconcurring interests <br />would accompany the recommendation for consideration in the decision. <br />The AMWG would be supported by a monitoring and research center and <br />a technical work group with overview and evaluation by an independent <br />review panel(s) . <br />Monitoring and Research Center. To support the AMWG, it is <br />recommended that the Secretary establish a research center within the <br />U.S. Geological Survey and/or National Biological Service with a small <br />permanent staff in Flagstaff, Arizona. The center would manage and <br />coordinate adaptive management research programs and all data collected <br />as part of those programs. <br />Technical Work Group. This work group would be comprised of tech- <br />nical representatives from Federal, State, and Tribal Governments and <br />other interests represented on the AMWG. This work group would trans- <br />late AMWG policy and goals into resource management objectives and <br />establish criteria and standards for long-term monitoring and research. <br />10 Glen Canyon Dam EIS Summary
