evaluate and analyze the designs and plans for reconstruction of other ramps, picnic sites, <br />and campsites affected during high releases along the Green River. Such facilities will <br />also be relocated pending funding. The USDA Forest Service environmental document <br />will tier to the DEIS for the operation of the Flaming Gorge Dam, as appropriate, relating <br />to environmental, social, and economic resources and issues. <br />The USDA Forest Service, Reclamation, and other concerned Federal and State agencies <br />will cooperate during the preparation of the referenced environmental document for the <br />relocation of the trail and related facilities to ensure that issues are addressed for the <br />operation of the dam, riverflows, user safety, and protection of natural and physical <br />resources. Reclamation will support the USDA Forest Service in obtaining funding <br />through the USDA Forest Service budgeting process that will be needed to complete the <br />USDA Forest Service environmental document and the relocation of the trail and related <br />facilities. <br />S.10.2.4 Browns Park Highway Environmental Impact Statement <br />An EIS is currently being prepared for a Daggett County, Utah, proposal to realign and <br />pave Browns Park Road from its junction with U.S. 191 in Utah to Colorado Route 318. <br />The existing, unpaved 16.8-mile long segment of road crosses BLM, State, and private <br />lands. Scoping meetings were held by the Federal Highway Administration, Utah <br />Department of Transportation, and BLM in December 1999. <br />S. 10.2.5 Resource Management Plans <br />The BLM Vernal Field Office is preparing to scope the draft resource management plan <br />(RMP)/EIS for approximately 1.8 million acres in northeastern Utah. This plan, known <br />as the Vernal Resource Management Plan, will combine the existing Diamond Mountain <br />and Book Cliffs RMPs into a single plan. The final EIS is scheduled to be completed in <br />March 2005. <br />The Ashley National Forest began revisions in March 2004 of its Land and Resource <br />Management Plan, commonly referred to as Forest Plan. The process for revision of this <br />plan, including NEPA compliance, is expected to take 4 to 5 years. <br />S.10.2.6 Federal Reserve Water Rights <br />Canyonlands National Park and Dinosaur National Monument have inchoate (pending <br />use) Federal water rights to the Green River. However, the National Park Service is not <br />actively working with the State of Utah to quantify those rights. Future plans for <br />quantification are uncertain. <br />Executive Summary -*.• 5-13
