S.7 EMERGENCY POWERPLANT OPERATIONS <br />Normal dam and powerplant operations under the Action Alternative or any other <br />alternative could be altered temporarily to respond to emergencies. These emergencies <br />may be associated with dam safety, power system conditions, or personal safety of <br />individuals or groups associated with recreation or other activities on the river. The <br />North American Electrical Reliability Council and the Western Electricity Coordinating <br />Council have established guidelines and requirements for emergency operations of <br />interconnected power systems that apply to Flaming Gorge Dam operations. Examples <br />of system emergencies include insufficient generation capacity, transmission overload <br />and voltage control, and load shedding. <br />S.8 PUBLIC SCOPING PROCESS FOR THE ENVIRONMENTAL <br />IMPACT STATEMENT <br />The scoping process for the DEIS was initiated on June 6, 2000, with the publication in <br />the Federal Register of a Notice of Intent to prepare an EIS. During the public scoping <br />period, Reclamation received both written and oral comments (oral comments were <br />received at five public scoping meetings in Utah, Colorado, and Wyoming) which were <br />considered in determining the scope of the DEIS. The formal scoping period ended on <br />September 5, 2000. <br />S.9 SCOPE OF ANALYSIS FOR THE ENVIRONMENTAL <br />IMPACT STATEMENT <br />The purpose of the DEIS is to identify and consider the impacts of developing and <br />implementing dam operations guidelines that result in protecting and assisting in the <br />recovery of the populations and designated critical habitat of the four endangered fishes <br />living in the Green River downstream from Flaming Gorge Dam. The scope of analysis <br />for the DEIS focuses on responding to the following question: <br />If Reclamation operates Flaming Gorge Dam to achieve the 2000 Flow and <br />Temperature Recommendations needed to avoid jeopardy and to protect and assist <br />in the recovery of the endangered fishes and their critical habitat in the Green River, <br />consistent with CRSP purposes, then the effect(s) on other relevant resources/issues, <br />both upstream and downstream from the dam, would be ... <br />The geographic project area, as shown in the frontispiece maps, analyzed for possible <br />impacts of the Proposed Action and alternatives includes Flaming Gorge Reservoir and <br />the Green River downstream from Flaming Gorge Dam, to its confluence with the <br />Colorado River. Because the Proposed Action depends exclusively on the operation of <br />Flaming Gorge Dam, which is dependent on inflow into the Flaming Gorge Reservoir, <br />the Green River upstream of the reservoir is not affected. <br />Executive Summary A.
