6. It is understood by all parties that some <br />environmental resources depend on <br />antecedent conditions. Therefore, it is <br />necessary that antecedent conditions be <br />documented prior to initiation and <br />analysis of the collected data. <br />D. Need for Additional Clarification from <br />the Executive Review Committee <br />Prior to the development and initiation of an addition- <br />al environmental technical study plan, direction and <br />clarification is needed from the Executive Review <br />Committee. The primary areas are as follows: <br />1. Identification of all decisions for which <br />a lower than 75% level of risk is needed, <br />(i.e., are there decisions which require <br />less error and more certainty?) Priori- <br />ties (if these exist) for decisions are <br />needed. <br />2. A commitment to ensure employment of a <br />Senior Scientist who will assist in the <br />design and over-sight of the integration <br />of the GOES technical studies. <br />3. outline the relationship of the Executive <br />Review Committee, the GCES study teams, <br />and the Senior Scientist in determining <br />the scope and make-up of the scientific <br />program of the Phase II efforts. <br />4. An outline of the decision-making process <br />that will result in recommendations to <br />the Secretary of the Interior, including <br />the weighing of environmental impacts, <br />some of which cannot be measured in <br />dollars lost or gained, and economic <br />impacts which do have a monetary basis. <br />5. Direction of a thorough review of <br />Colorado River water law and other legal <br />aspects which define the management of <br />the resources of the Colorado River. <br />E.
