An analysis of the flooding ratio (risk), <br />hydrologic requirements, and relationship <br />to the marketing of hydropower. <br />Major Premise: The initiation of a thorough <br />analysis of the risk of flood releases, an explana- <br />tion of the Annual Operating Plan (AOP), and a <br />study of hydropower marketing under post-filling <br />conditions are important to understand the rela- <br />tionship between power production, economics, the <br />environment, and future management of the system. <br />Estimated Cost: $20,000 <br />Responsible Parties: Reclamation, FWS, NPS, <br />Western, Colorado River Basin States. <br />Time to Complete: Unknown (dependent upon status of <br />current lawsuits). <br />5. Develop a base map and a data base <br />management system. <br />Major Premise: As recommended by the National <br />Academy of Sciences, it is necessary to establish a <br />data management, storage, and retrieval system to <br />provide standardization, easy access, and quality <br />assurance. A base map will facilitate identifica- <br />tion of study sites, assure consistency in program <br />actions, quantification of data, and efficient <br />utilization of existing and future data. In <br />addition, a thorough literature review of inves- <br />tigations on regulated and natural rivers is <br />necessary. <br />Estimated Cost: $48,000 <br />Responsible Parties: Reclamation, GCES Office. <br />14
