Employment of a Senior Scientist. <br />Major Premise: It is important to bring a Senior <br />Scientist in at the beginning of the environmental <br />and economic studies and to establish a Research <br />Advisory Panel (RAP). A Senior Scientist and the <br />RAP would separate out scientific needs and <br />requirements, and provide the focus for the <br />development of an integrated resource plan. <br />Estimated Cost: Dependent upon level of effort. <br />Responsible Parties: Reclamation, NPS, FWS, USGS, <br />AGF. <br />Time to Complete: Unknown. <br />2. Inteqration river triz <br />Major Premise: Upon selection of a Senior Scien- <br />tist and the development of a Research Advisory <br />Panel, a field trip through the study site from <br />Glen Canyon Dam to Diamond Creek is necessary. <br />This would provide a forum for discussion, iden- <br />tification of specific areas of concern, under- <br />standing, and integration of all study components. <br />Estimated Cost: $8,000 <br />Responsible Parties: GCES Phase II individuals <br />from all affected bureaus and agencies, senior <br />Scientist, and National Academy of Sciences Review <br />Committee. <br />Time to Complete: 2 weeks. <br />3. Develop an integrated resource plan. <br />Major Premise: An integrated resource plan is <br />necessary due to the complexity, interactions, and <br />indirect effects within the study area resulting <br />from Glen Canyon Dam operations. The plan needs to <br />address the concerns of the National Academy of <br />Sciences' review panel on the Glen Canyon Environ- <br />13
