<br />5 <br /> <br />Mr. Eddie Kochman <br /> <br />5 <br /> <br />occurred at McPhee Dam in recent years and associated escapement of nonnatives <br />concern the Service. One event has been attributed to inexperience in <br />operation and runoff forecasting for the new reservoir; the other was due to <br />repair work being conducted on the outlet works. We recommend the ~ivision <br />contact the Bureau of Reclamation to determine the predicted expected <br />frequency of spilling at McPhee Dam over the long term. The expected <br />frequency of spilling will provide an indication of the level of risk of <br />escapement associated with spilling. Provided that spilling will be an <br />infrequent event, the Service will support this LMP for McPhee Reservoir. <br />Consistent with our concern for escapement from floodplain ponds, the <br />frequency of spilling should not exceed once each 40 years. Another issue of <br />concern to the Service is the possibility of fish from McPhee Reservoir (under <br />certain water conditions) being introduced into the San Juan River drainage. <br />The frequency and potential of this possibility should be further investigated <br />and resolved if necessary. <br /> <br />The Fish and Wildlife Coordination Act Reoort for the Dolores Project included <br />a recommendation that a cold-water fishery be maintained in McPhee Reservoir. <br />The Service is not aware that an amendment to the report has been prepared to <br />add warm-water species to the recommended plan. This issue warrants further <br />discussion. <br /> <br />The Service appreciates the ~ivision organizing and hosting the nonnative fish <br />meeting October 19, 1994, in Grand Junction. My staff has informed me the <br />meeting was very productive and measurable progress was made on the issue of <br />controlling nonnative fish in the Colorado River Basin. The Service also <br />appreciates the assistance of ~ivision staff during the site visits the <br />following day.
