<br />vJ/~J/~b l~:U~ t)'303 245 6933 <br /> <br />FISH & WILDLIFE -+-+-+ CO REC PROG-DEN ~ 003/004 <br /> <br />" <br /> <br />CITY OF RIFLE, COLORADO <br />RESOLUI10N 4 <br />(SERIES OF 1998) <br /> <br />=~~~~~SING CQ!lCERN FOR TIlE U.S, DEPARTMRN'l' 011 THE <br />_ _~_._ __~m ACOUlRE AND ENHANCE THE FLOODPLAIN HABITAT <br />~LONG TIlE IJPPER COLORADO RIVER IN THE AREA OF RIFLE.. <br /> <br />WHEREAS, the U.S. Department of the Interior, Bureau of Reclamation and Fish and Wildlife <br />Service, has proposed a program to acquire aDd enhance floodplain habitat along the upper <br />Colorado River in the area of Rifle, Colorado; and, <br /> <br />WHEREAS. the Colorado River conidor presently is a scenic resource that is home to valuable <br />and irreplaceable riparian habitat, wildlife, vegetation. ranching, and agricultural uses; and, <br /> <br />WHEREAS. the Colorado River floodplain corridor presently enjoys little protcetion from tuture <br />encroachment and development; and, <br /> <br />WHEREAS, the proposed propam wID acquire land and easements from private property owners <br />on a voluntary basis, and without the use of eminent domain; and, <br /> <br />WHEREAS, this program, if executed properly, aDd with due regard to other resources, can be <br />an asset to the residents of RiDe and western Colorado; mi, <br /> <br />WHEREAS, this program. if executed properly, is consistent with the proposed Comprehensive <br />Plan, soon to be adopted by the City; and, <br /> <br />WHEREAS. the Draft Environmeatal Assessment for this program does not presently address all <br />of the issues or concerns of the City of Rifle, but it is believed that these issues and concerns can <br />reasonably be incolporated into the fiDal Environmental Assessment and propm. <br /> <br />NOW t THEREFOD, ~ IT RESOLVED mat tile City CouDcil of the City of Rifle, Colorado <br />hereby recognizes the fOllowing concerns for the program: <br /> <br />1. That the program will DOt, in any way. interfere with the future construction of a <br />pedestrian and bicycle ttail along the Colorado River and that the land and easements <br />obtained will specifically permit this use, as well as .tting unlimited pedestrian access <br />to the Colorado River; <br /> <br /> <br />2. That IS indicated in the Bnviromncnta1 Assess , water rights and the release of <br />store4 water for aaricultural and municipal uses will Dot adversely be affected by this <br />program; <br /> <br />five miles of Rifle will DOt be <br /> <br />3.
