That modifications to the existing floodplain in <br />the immediate vicinity of Rifle will be <br />accompanied by revision of the FEMA maps. <br /> <br />6. That prior to any physical modification to the <br />floodplain within ten miles of Rifle, the impact on <br />the mosquito population will be properly studied <br />by the U.S. Department of Interior, and to the <br />extent the mosquito population is expected to <br />increase, that long term mitigation measures will <br />be implemented to keep the mosquito population <br />at or below current levels. <br /> <br />7. That the agencies developing programs to <br />protect endangered fish species will base their <br />decisions on scientific standards, facts and data. <br /> <br />City of Delta <br /> <br />1. Of primary concern is the affect this program <br />may have on the designation of the Gunnison and <br />Uncompahgre Rivers. The current endangered <br />species designation of the Gunnison River to the <br />Uncompahgre has caused the City difficulty in the <br />past. <br /> <br />2. We would like to generate a river plan which <br />identifies the opportunities and needs of the river <br />and its various residents and neighbors. We <br />would hope that the efforts of the Recovery <br />Program could have an integral place in this <br />process and that our plan may even help identify <br />opportunities for the recovery program. <br /> <br />3. What we would rather not see is this Recovery <br />Program used as a stepping stone to change the <br />designation of the Gunnison to endangered <br />species waters, making it even more difficult for <br />our citizens and property owners to use, develop <br />and protect their lands. <br /> <br />IV - 5 <br /> <br />./ On lands that are in the immediate vicinity of <br />Rifle, the program will provide topographic maps <br />to the City of Rifle and to FEMA. <br /> <br />.,I'Studies are currently undelWay to determine the <br />effects of the proposed action on mosquito <br />production. <br />.,I'The project will work closely with private <br />landowners and local mosquito abatement districts <br />to minimize mosquito production. <br />./F or additional information, see section on <br />mosquitoes. <br /> <br />./Since the inception of the Recovery Program, <br />extensive scientific research has been conducted <br />to determine the best alternatives for fish <br />recovery. Recovery Program decisions are based <br />on results of this research and on the experience of <br />endangered fish species' experts. <br /> <br />.,I'The final rule on critical habitat was published <br />in the Federal Register 50 CFR Part 17 on March <br />21, 1994. The proposed project will not affect <br />that designation. <br /> <br />.,I'The land acquisition coordinator for the <br />Recovery Program has expressed support. for the <br />River Plan to the City of Delta. The project has <br />and will continue to work cooperatively with both <br />landowners and the community. <br /> <br />./The designation of critical habitat has been <br />finalized and reported in the Federal Register as <br />50 CFR Part 17, dated March 21, 1994. This <br />project will not expand upon that designation nor <br />affect the current status of the Gunnison River. <br />
