That modifications to the existing floodplain in
the immediate vicinity of Rifle will be
accompanied by revision of the FEMA maps.

6. That prior to any physical modification to the
floodplain within ten miles of Rifle, the impact on
the mosquito population will be properly studied
by the U.S. Department of Interior, and to the
extent the mosquito population is expected to
increase, that long term mitigation measures will
be implemented to keep the mosquito population
at or below current levels.

7. That the agencies developing programs to
protect endangered fish species will base their
decisions on scientific standards, facts and data.

City of Delta

1. Of primary concern is the affect this program
may have on the designation of the Gunnison and
Uncompahgre Rivers. The current endangered
species designation of the Gunnison River to the
Uncompahgre has caused the City difficulty in the
past.

2. We would like to generate a river plan which
identifies the opportunities and needs of the river
and its various residents and neighbors. We
would hope that the efforts of the Recovery
Program could have an integral place in this
process and that our plan may even help identify
opportunities for the recovery program.

3. What we would rather not see is this Recovery
Program used as a stepping stone to change the
designation of the Gunnison to endangered
species waters, making it even more difficult for
our citizens and property owners to use, develop
and protect their lands.

IV - 5

./ On lands that are in the immediate vicinity of
Rifle, the program will provide topographic maps
to the City of Rifle and to FEMA.

.,I'Studies are currently undelWay to determine the
effects of the proposed action on mosquito
production.
.,I'The project will work closely with private
landowners and local mosquito abatement districts
to minimize mosquito production.
./F or additional information, see section on
mosquitoes.

./Since the inception of the Recovery Program,
extensive scientific research has been conducted
to determine the best alternatives for fish
recovery. Recovery Program decisions are based
on results of this research and on the experience of
endangered fish species' experts.

.,I'The final rule on critical habitat was published
in the Federal Register 50 CFR Part 17 on March
21, 1994. The proposed project will not affect
that designation.

.,I'The land acquisition coordinator for the
Recovery Program has expressed support. for the
River Plan to the City of Delta. The project has
and will continue to work cooperatively with both
landowners and the community.

./The designation of critical habitat has been
finalized and reported in the Federal Register as
50 CFR Part 17, dated March 21, 1994. This
project will not expand upon that designation nor
affect the current status of the Gunnison River.
