<br />10 <br /> <br />C. Summary of Service ResDonsibilities <br /> <br />The Regional Director has the responsibility to: <br /> <br />1. Provide a Recovery Outline (see format in Appendix II) for any listed <br />species for which the Region has lead responsibility to the Director <br />within 60 days subsequent to publication of the final rule listing a <br />species. <br /> <br />2. Prepare and approve all recovery plans for which the Region prepared <br />the original listing package unless the affected Regions agree <br />otherwise. These plans will generally be for species that occur solely <br />or largely within the affected Region~ The Director retains the <br />discretion to approve any plan or to delegate approval to the <br />responsible Regio~. <br /> <br />3. Take emergency actions, with appropriate permits, necessary for the <br />protection of any listed species regardless of plan status or task <br />priority. <br /> <br />4. Establish recovery teams, if appropriate, to develop the recovery plan <br />or oversee its implementation. <br /> <br />~ <br />f <br /> <br />5. Modify or terminate recovery teams and their activities. <br /> <br />6. Appoint, remove, and replace recovery team members as appropri~te <br />(Under special circumstances, the Regional Director may wish to have the <br />Director announce these actions.) <br /> <br />7. Inform the appropriate Public Affairs Office of actions conducted under <br />the above items 4, 5, and 6. <br /> <br />8. Assicst those preparing plans by providing technical, advisory, fiscal, <br />and other assistance as needed. <br /> <br />9. Complete the Implementation Schedule, Part III. (This may be done <br />instead by the plan preparer, at the discretion of the Regional <br />Director.) <br /> <br />10. Review all drafts of the recovery plan and accept, modify, or return <br />them to the preparer for further modification. Distribute drafts for <br />review and comment in accordance with Appendix III. <br /> <br />11. Arrange for the publication of a Federal Reqisternotice informing <br />the public of an opportunity to review the recovery plan and provide <br />comments. <br /> <br />OS/25/90 <br />
