<br />Subcommittee of the House Appropriations Committee and the
<br />Subcommittee on Bureau of Reclamation and Power Marketing
<br />Agencies of the Senate Appropriations Committee in support ot
<br />appropriations for the Colorado River Storage Project and other
<br />projects within their respective states, Their testimony was very
<br />well received, and it was evident that our four Governors made a
<br />very good impression on both Appropriations Committees. The
<br />Governors strongly supported an appropriation for initiating the
<br />construction of the Silt Project in fiscal 1964,
<br />
<br />Shortly following the four Governors' appearance before the
<br />Appropriations Committee, the President transmitted to the Speaker
<br />of the House of Representatives a recommendation (H, D. 125) to
<br />increase the budget for fiscal 1964 by $500,000 to initiate con-
<br />struction of the Silt participating project. The following table
<br />indicates the breakdown in the budget requests for the Colorado
<br />River Storage Project.
<br />
<br />The Public Works Appropriation Bill for 1964 is still lying
<br />dormant in the House Appropriations Subcommittee as of September
<br />30, 1963.

<br />STORAGE PROJECT
<br />
<br />Section 6 of the Act authorizing the construction and operation
<br />of the Colorado River Storage Project and participating projects
<br />(Act of April 11, 1956, 70 Stat. 105) stipulates that "On January
<br />1 of each year the Secretary (of the Interior) shall report to the
<br />Congress for the previous fiscal year . . . upon the status of the
<br />revenues from, and the cost of constructing, operating, and main-
<br />taining the Colorado River storage project and the participating
<br />projects." Appendix C of this report consists of the SIXTH AN-
<br />NUAL REPORT ON THE COLORADO RIVER STORAGE
<br />PROJECT AND PARTICIPATING PROJECTS of the Secretary
<br />of the Interior to the Congress of the United States for the fiscal
<br />year ending June 30, 1962.

<br />C. AUTHORIZED STORAGE UNITS
<br />
<br />,(Information relative to Storage Units and participating projects has been
<br />obtaIned from reports on investigations and activities of the United States
<br />Bureau of Reclamation, Department of the Interior.)
<br />The construction of four Storage Units of the Colorado River
<br />
<br />Storage Project and eleven participating projects was authorized in
<br />
<br />Section 1 of Public Law 485. The four authorized Storage Units are
<br />
<br />at Glen Canyon on the Colorado River in Utah and Arizona, Flaming
<br />
<br />Gorge on the Green River in Wyoming and Utah, Navajo on the
<br />
<br />San Juan River in New Mexico and Colomdo and Curecanti on the
<br />
<br />Gunnison River in Colorado. Combined they will provide about
<br />
<br />33,594,000 acre-feet of reservoir capacity and about 1,208,000 kilo-
<br />
<br />watts of installed generating capacity.

<br />1. Glen Canyon Storage Unit
<br />
<br />Glen Canyon Dam and Reservoir comprises the key storage
<br />unit and is the largest of the initial four, providing about 80 percent
<br />of both the storage and generating capacity. It rises 710 feet above
<br />the river bed and is roughly comparable in size to Hoover Dam
<br />and Lake Mead. The concrete, gravity-arch dam is located in
<br />northern Arizona on the Colorado River, 12.4 miles do\'mstream
<br />from the Utah-Arizona state line, and 15.3 miles upstream from
<br />Lees Ferry. (Lees Ferry is the location of the Geological Survey
<br />gaging station and is 1.0 miles upstream from the compact point,
<br />Lee Ferry, which divides the Colorado River drainage into two
<br />basins.) Glen Canyon Dam is the second tallest dam in the United
<br />States. The reservoir will have a capacity of 27,000,000 acre-feet
<br />and will extend 186 miles upstream on the Colorado River, and 71
