Colorado River Storage Proiect and <br />Participating Proiects <br /> <br />A. APPROPRIATION OF FUNDS BY THE <br />UNITED STATES CONGRESS <br /> <br />On January 17, 1963 President Kennedy in his annual budget <br />message to the Congress recommended that Congress appropriate <br />$103,409,000 to the Upper Colorado River Basin Fund for fiscal <br />year 1964. On March 28, 1963 the President in a communication <br />to the Speaker of the House of Representatives recommended a <br />supplemental appropriation of $4,000,000 to the Upper Colorado <br />River Basin Fund for fiscal year 1963 because contractor earnings <br />on Flaming Gorge and Glen Canyon Dams and Powerplants have <br />been higher than anticipated in 1963. An offsetting decrease of <br />$4,000,000 in the fiscal 1964 budget currently under consideration <br />by the Congress was also recommended. This decrease was made <br />in the budget item for the Loan Program of the Bureau of <br />Reclamation, not in funds for the Colorado River Storage Project. <br />This communication was printed as House Document No. 89, 88th <br />Congress, First Session. <br /> <br />After House Doc. No. 89 became effective the 1964 budget <br />items for the Colorado River Storage Project were adjusted, but <br />the total to be appropriated remained the same as it was in the <br />President's January 17th budget. The principal adjustments of <br />budget items consisted of . a reduction of $300,000 for Flaming <br />Gorge, a reduction of $3,759,000 for Glen Canyon, an addition of <br />$3,473,118 for transmission lines, and an addition of $400,000 <br />for the Florida Project. <br /> <br />On April 30, 1963 the President submitted a proposed amend- <br />ment to the budget for fiscal year 1964 involving a decrease in the <br />amount of $2,622,000 for the Department of the Interior to defer <br />construction of irrigation facilities of the Seedskadee participating <br />project pending final recommendations of the Wyoming Reclamation <br />Projects Survey Team. The House of Representatives printed this <br />communication as House Document No. 109. <br /> <br />Hearings before the Appropriations Committees of the Congress <br />were not held until June 17, 1963. On that date Governor Love, <br />Colorado; Governor Campbell, New Mexico; Governor Clyde, Utah, <br />and Governor Hansen, Wyoming, appeared before the Public Works <br />
