Introduction <br />• The Draft Environmental Impact Statement (DEIS) for Navajo Reservoir Operations <br />• was filed with the Environmental Protection Agency (EPA) and made available to the public <br /> <br />• September 3, 2002. A DEIS summary was also distributed to individuals and organizations <br />b <br />h <br /> y t <br />e Bureau of Reclamation (Reclamation). <br /> <br /> <br />• The public comment period on the DEIS opened September 3, 2002, and was scheduled to <br /> close November 4, 2002. The public comment period was extended 30 days to December 4, <br />• 2002, for inclusion of comments in the Final Environmental Impact Statement (FEIS). More <br />• than 300 oral and written comments were received. <br />• Reclamation conducted three public hearings on the Navajo Reservoir Operations DEIS on <br />• October 1, 2, and 3, 2002, at Farmington, New Mexico; Durango, Colorado; and Bluff, Utah, <br />• respectively, to receive oral and written comments. Notice of the public hearings was <br />• announced in local media and published in the Federal Register. At the hearings, 34 people <br /> presented oral testimony and 6 submitted written testimony. Speakers represented Federal, <br /> State, and local agencies; American Indian (Indian) Tribes/Nations; various organizations, <br />• industries, and businesses; and individuals. <br />e <br />• Volume Organization <br />• <br />• Oral, written, and electronic comments received during the public comment/public hearing <br /> <br />• period are collectively termed "letters" and are arranged alphabetically throughout. <br /> General and/or specific responses within the scope of the proposed action have been <br />• prepared according to points raised in each letter and, when appropriate, changes have <br /> been made in the text of the FEIS. <br />• <br />• <br />• <br />• <br />• <br />• <br />
