Colorado squawfish Ptychocheilus lucius <br />appear stable in the Green and Yampa Rivers. Adult Colorado squawfish have been collected in the Gunnison River. <br />Status of the small humpback chub Gila cypha populations in the Green and Yampa Rivers is unknown (perhaps <br />stable), but the Colorado River population in Black Rocks and Westwater Canyon appears healthy. Razorback sticker <br />Xyrauehen texanus status remains critical with few adults and little recruitment of larval and young fishes into the <br />older age classes. Larval razorbacks were collected in the Green River this year using light traps. Bonytail chub <br />Gila elegans are very rare, with no confirmed sightings in the Upper Basin in the past several years. <br />The Recovery Program for Endangered Fish Species in the Upper Colorado River Basin remains active, with <br />all parties participating (U.S. Fish and Wildlife Service, U.S. Bureau of Reclamation, Western Area Power <br />Administration, Colorado, Utah, Wyoming, environmental groups, water users, and Colorado River Energy <br />Distributors Association). A $7.7M work plan has been developed for FY 94, which includes $4.4M in capital <br />construction projects such as flooded bottomland restoration, fish passage construction, hatchery facility planning, <br />and water management. Over the past year, Program participants have developed an agreement that clarifies how <br />Section 7 consultation will be conducted in the Upper Basin and a supporting document, the Recovery <br />Implementation Program Recovery Action Plan, which identifies the specific actions needed to recover the fish in <br />the Upper Basin and the dates by which they are to be completed. <br />Significant activities and accomplishments of the Recovery Program over the last year include: 1) filing-for <br />a July-September instream flow right (581 cfs) in the 15-Mile Reach of the Colorado River; 2) a "senior scientist" <br />review of the Service's instream flow recommendations and methodologies; 3) development of a plan to appropriate <br />modifiable instream flow rights for the endangered fishes in Colorado; 4) initiation of National Environmental Policy <br />Act compliance for and design of a fish ladder at Redlands dam on the Gunnison River; 5) completion of genetic <br />surveys; 6) expansion of the Service's research / refugia / hatchery facility at Ouray National Wildlife Refuge; 7) <br />continued development of refuge populations of razorback sucker and Colorado squawfish; and 8) negotiations begun <br />on guidelines for stocking of normative fishes in the Upper Basin. <br />The Service is pursuing designation of critical habitat for all four of the endangered fishes; a proposed rule <br />was published in January 1993. The razorback sucker recovery plan has been delayed by the critical habitat <br />workload. <br />RESUMEN <br />No han sido detectados cambios en el estado de ]a poblacion en el ano pasado. El charal del Colorado <br />Ptychocheilus lucius aparece estable en los rios Green y Yampa. Han sido detectados adultos de charal del Colorado <br />en el rfo Gunnison. El charalito elegante Gila elegans es muy raro, con registros no <br />confirmados en ]a parte superior de la Cuenca, en los ultimos anos. <br />El programa de recuperac16n para especies de peces en peligro de extincion en la Cuenca superior del rio <br />Colorado permanece activo, con todos los partes participantes (Servicio de Pesca y Vida Silvestre de E.U.A., Burl <br />de Reclamation de E.U.A., Administration de Energia del Area Oeste, Colorado, Utah, Wyoming, gr?pos <br />medioambientales, usuarios de agua, y Asociacion de Distribuidores de Energia del Rio Colorado).
